Invitations for bids should provide that the Government reserves the right to waive the requirement for
samples for first article inspection to those bidders offering a product which has been previously acquired
or tested by the Government, and that bidders offering such products, who wish to rely on such
production or test, must furnish evidence with the bid that prior Government approval is presently
appropriate for the pending contract. Bidders should not submit alternate bids unless specifically
requested to do so in the solicitation.
6.5 Hazard notice. The cutter described herein and certain of its components are flammable or
explosive and present hazards in manufacture, handling, storage, and shipment. The contractor should
recognize these properties and take appropriate measures to guard and protect against fire, explosion,
adverse environment, corrosive atmosphere, rough handling, and electrically induced incidents.
6.6 Definitions. For the purpose of this specification, the following definitions apply:
6.6.1 Mechanical failure. A mechanical failure is defined as any deformation or breakage of a part, the
occurrence of which is other than a design function.
6.6.2 Delay time. Delay time is defined as the time elapsed from firing pin release on the ballistic record
until the severance of the reefing lines.
6.6.3 Defect. A defect is any nonconformance of a characteristic with specific requirements.
6.6.4 In process inspection. In process inspections are nondestructive inspections of all items acquired
or all samples from an inspection lot to demonstrate product compliance with contractual requirements. In
process inspections examine characteristics most affected by variations in production processes or skills
and functions vital to successful completion of design mission.
6.6.5 Lot acceptance inspection. Lot acceptance inspections are destructive tests that consume all of the
design service life. Articles tested in lot acceptance inspections are considered completely expended and
will not be issued for service use. Tests are performed on few samples based on production quantities.

6.8 Changes from previous issue. Marginal notations are not used to identify changes with respect to
the previous issue because of the extensiveness of the changes. The changes in this issue were authorized
by ECP 06E215J008.
